Federal Employees Cola 2025. President biden formalized his plan to provide civilian federal workers with an average pay increase of 2% next year, in a letter to congressional leaders friday. To receive the full cola for 2025, a federal retiree’s annuity or a survivor annuity must have started no later than december 31, 2023.
